Mission
  • The DICSA Housing Services Department offers a variety of housing programs and services for individuals and families in Dickinson and Iron counties.
  • All work is completed by local licensed contractors.

Home Weatherization
  • Assists income eligible households (renters and homeowners) in reducing heating costs.
  • An energy audit determines the type of home weatherization services needed and any safety issues.
  • The household must also make a commitment to reducing their energy consumption.
  • Services provided typically include:
    • Attic and wall insulation
    • Caulking
    • Glass replacement
    • Weather striping.

Community Development Block Grant (CDBG)
  • Provides housing rehabilitation services to eligible homeowners in Dickinson and Iron counties.
  • Services may include:
    • Furnaces
    • Roofs
    • Plumbing
    • Electrical
    • Structural
    • Energy
    • health and safety repairs
  • Requires a lien on the property or a monthly repayment agreement.

Community Development Block Grant

Home Purchase Rehabilitation (HPR) With Down Payment Assistance
  • Helps eligible households with down payment and closing costs related to the purchase of a home
  • Makes some funds available for moderate rehabilitation to the home.
  • Individuals must complete a home ownership counseling class provided by the MSU extension office.

Property Improvement Program (PIP)
  • Allows homeowners to obtain a low cost loan from MSHDA to make improvements on their home.
  • The interest rate is determined by annual household income.
  • Homeowners can borrow up to 25,000 for 20 years.

Emergency Services
  • DICSA has limited funds available to assist homeowners with minor emergency repairs:
    • Furnace repairs
    • Roof repairs
    • Water heater replacement
  • The homeowner must be income eligible and is usually required to pay a portion of the cost.
